Arrangements for citizens to collect consumption subsidy of 2nd Phase at DSI

        In regard to the 2nd Phase of Consumption Subsidy Scheme promulgated by Administrative Regulation No. 25/2020 of the Macao Special Administrative Region Government, persons who did not hold the electronic consumption card of 1st phase and are lodging their first-time, renewal or replacement application of resident identity card during the collection period of the consumption subsidy can collect the electronic consumption card at the time of collecting the resident identity card at Identification Services Bureau (DSI).
        The collection period of the consumption subsidy of 2nd phase is from 27th July 2020 to 14th December 2020. In order to ensure the collection of consumption subsidy at the time of the issuance of resident identity card within the collection period, the above-mentioned citizens should reserve sufficient time to go through formalities for the resident identity card at DSI. The issuance of the resident identity card on or before 14th December 2020 will be secured if the formalities are completed before 7th December 2020. The electronic consumption card of 2nd phase will be distributed at the time of collecting the resident identity card.
       In case of collection on behalf of beneficiaries, please refer to the website of the Consumption Subsidy Scheme for relevant formalities (https://www.economia.gov.mo/consumo/zh_TW/reg_info.jsp).
        For holders of expired non-permanent resident identity card who are subject to residence authorization, even though they have an electronic consumption card in hand, they still have to complete formalities for identity card renewal and obtain a new identity card within the above-mentioned period, so that they can top up their electronic consumption card at designated locations of the Economic Bureau on or before 14th December 2020.

2nd Phase of Consumption Subsidy Scheme

Q&A

1. Who can collect the electronic consumption card at the Identification Services Bureau?

Ans: In order to facilitate the collection of electronic consumption card, persons who did not hold the electronic consumption card of 1st phase and are lodging their first-time, renewal or replacement application of resident identity card during the collection period of the consumption subsidy can collect the electronic consumption card at the time of collecting the resident identity card at Identification Services Bureau (DSI).

2. How can new-born babies without identity card receive the electronic consumption card?

Ans: For babies who have not been issued with the resident identity card, their parent has to first go through identity card formalities with them at the Identification Services Bureau (DSI) and collect the identity card before the end of the collection period, and then they will receive the electronic consumption card when collecting the resident identity card. Please note that the issuance of resident identity card to babies within the collection period of the consumption subsidy can be secured if formalities for the resident identity card are completed before 7th December 2020, so that they can collect the resident identity card and the electronic consumption card on or before 14th December 2020.

3. How do holders of expired Macao SAR Resident Identity Card receive the consumption subsidy?

Ans: For holders of Macao SAR Permanent Resident Identity Card and holders of Macao SAR Non-permanent Resident Identity Card who are not subject to residence authorization (e.g. persons who applied for non-permanent resident identity card at DSI with one-way permit), no matter if their resident identity card has already expired, they can collect the consumption subsidy in the following ways:
- Holders of the electronic consumption card of 1st phase can top up their card at designated locations of the Economic Bureau;
- Persons who did not collect the electronic consumption card of 1st phase can collect the electronic consumption card of 2st phase at designated locations of the Economic Bureau;
- Persons who did not collect the electronic consumption card of 1st phase and are renewing the resident identity card can receive the electronic consumption card of 2st phase when collecting the new identity card at the Identification Services Bureau.

4. How do holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization receive the consumption subsidy if their document will expire in the period 27th July - 14th December 2020?

Ans: For holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization, if their resident identity card will expire in the period 27th July - 14th December 2020, they can top up the electronic consumption card of 1st phase at designated locations of the Economic Bureau before their resident identity card expires.
In case the resident identity card expired, the above-mentioned persons will have to complete formalities for identity card renewal at the Identification Services Bureau (DSI) and obtain the new identity card before going to designated locations of the Economic Bureau to top up the electronic consumption card of 1st phase. If they have never collected an electronic consumption card, they will receive the consumption subsidy when collecting their new resident identity card at DSI.
(Please note that the issuance of the resident identity card within the collection period will be secured if formalities for resident identity card are completed before 7th December 2020, and it will ensure that the resident identity card and the electronic consumption card will be distributed on or before 14th December 2020.)

5. In reference to the previous question, is it still possible to receive the consumption subsidy if formalities for resident identity card are completed on the last day of the collection period (i.e. 14th December 2020)?

Ans: According to the stipulations of laws, in order to collect the consumption subsidy, it is required to hold a valid or renewable Macao SAR Resident Identity Card which is issued in accordance with Law No. 8/2002 “Regime of Macao Special Administrative Region Resident Identity Card” on the date of collection. Therefore, due to the reason that persons who go through formalities for resident identity card on 14th December 2020 are not holding a valid or renewable identity card, they cannot receive the consumption subsidy.

6. Who are holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization?

Ans: Holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization mainly refer to foreigners who enter Macao for residence, for example persons who come to Macao due to the reason of family reunion, significant investment or migration of professionals, Portuguese persons and so on.

7. When will be the collection period of the consumption subsidy at the Identification Services Bureau (DSI)?

Ans: Persons who are required to collect the electronic consumption card at DSI can collect the consumption subsidy at DSI’s service locations (1st floor of China Plaza in Avenida de Praia Grande, zone R on 2nd floor of the Macao Government Services Centre in Areia Preta or zone D on 3rd floor of the Macao Government Services Centre in Islands) within DSI’s office hours from 27th July 2020 to 14th December 2020. DSI opens on Monday to Friday from 9 a.m. to 6 p.m. and closes on Saturday, Sunday and public holidays.

8. What can beneficiaries do if they cannot collect the electronic consumption card at the Identification Services Bureau (DSI) in person?
