Arrangements for citizens to register and collect consumption subsidy at DSI

        In regard to the Consumption Subsidy Plan promulgated by Administrative Regulation No. 6/2020 of the Macao Special Administrative Region Government, first-time applicants of Macao Special Administrative Region Resident Identity Card (hereinafter called resident identity card) or holders of expired non-permanent resident identity card who are subject to residence authorization are required to register and collect the consumption subsidy at the Identification Services Bureau (DSI).
        From 18th March 2020 to 8th April 2020, first-time applicants of resident identity card or holders of expired non-permanent resident identity card who are subject to residence authorization can register for the consumption subsidy with the application receipt issued by DSI at the time of lodging the application for the resident identity card.
        Applicants (including first-time applicants of resident identity card and holders of non-permanent resident identity card who are subject to residence authorization) who completed formalities for the resident identity card before 18th March 2020 but have not yet collected their documents are required to conduct the registration when collecting their documents at DSI or by calling DSI at 28370777 or 28370888 within the registration period of the above-mentioned consumption subsidy.
        Moreover, persons who register at DSI can choose to collect the consumption subsidy at DSI located in Avenida de Praia Grande, the Macao Government Services Centre in Areia Preta or the Macao Government Services Centre in Islands. Also, they have to provide a local mobile number for receiving DSI’s notification of successful registration.
        From 14th to 29th April 2020, successful registrants are required to present their original resident identity card to collect the consumption subsidy at the location chosen at the time of registration. Q&A

1. Who can register for the consumption subsidy at the Identification Services Bureau (DSI)?

Ans: Persons who are in any of the following situations are required to register for the consumption subsidy at DSI within the registration period (18th March to 8th April 2020):

  1.  First-time applicants of the Macao Special Administrative Region Resident Identity Card (including applicants whose application is being processed and applicants whose documents are to be collected) ;
  2.  Holders of expired non-permanent resident identity card who are subject to residence authorization, for example:
    1. Applicants who completed formalities for renewing the resident identity card on 17th March 2020 or before but have not yet collected their documents;
    2. Applicants who completed/will complete formalities for renewing the resident identity card on 18th March 2020 or later and whose current identity card had expired/will expire at the time of lodging the renewal application.

2. How can new-born baby register without identity card?

Ans: For babies who have not been issued the identity card, their parent has to first go through the identity card formalities, and then they can register for the consumption subsidy at the same time with the application receipt.

3. How do persons who are required to register at DSI to do the registration?

Ans: They can do the registration at the time of application or collection of their resident identity card at DSI, or by calling DSI at 28370777 or 28370888 within office hours.

4. Can holders of expired Macao SAR Resident Identity Card register for the consumption subsidy?

Ans: Holders of Macao SAR Permanent Resident Identity Card and holders of Macao SAR Non-permanent Resident Identity Card who are not subject to residence authorization (e.g. persons who applied for non-permanent resident identity card at DSI with one-way permit) can register on the designated website of the Monetary Authority of Macao (AMCM) no matter if they are renewing their document or if they have not yet gone through the formalities for renewing their expired document.

5. Who are holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization?

Ans: Holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization mainly refer to foreigners who enter Macao for residence, for example persons who come to Macao due to the reason of family reunion, significant investment or migration of professionals, Portuguese persons and so on.

6. Can holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization register at DSI if their document will expire in the period 18th March - 8th April 2020?

Ans: For holders of Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization, if their document will expire in the period 18th March - 8th April 2020, they can register on the designated website of the Monetary Authority of Macao (AMCM) before their document expires. Also, they can register at the time when they are renewing their document at DSI after their document expires.

7. How can I know that I have successfully registered at DSI?

Ans: DSI will notify the registrants of successful registration by SMS on the day following the registration.

8. Can persons who registered at DSI choose to collect the consumption subsidy at service locations of other government departments or banks provided by the Monetary Authority of Macao?

Ans: No, they cannot. Persons who register at DSI can only choose to collect the consumption subsidy at one of three service locations of DSI (1st floor of China Plaza in Avenida de Praia Grande, zone R on 2nd floor of the Macao Government Services Centre in Areia Preta or zone D on 3rd floor of the Macao Government Services Centre in Islands) within office hours.

9. When will the consumption subsidy be collected at DSI?

Ans: Persons registered at DSI can collect the consumption subsidy at DSI’s service locations (1st floor of China Plaza in Avenida de Praia Grande, zone R on 2nd floor of the Macao Government Services Centre in Areia Preta or zone D on 3rd floor of the Macao Government Services Centre in Islands) with DSI’s office hours from 14th to 29th April 2020. DSI opens on Monday to Friday from 9 a.m. to 6 p.m. and closes on Saturday, Sunday and public holidays (30th April).

10. For persons who have registered for the consumption subsidy at DSI and are renewing their identity card, how can they collect the consumption subsidy if they have not yet been issued the new identity card during the collection period?

Ans: Persons who successfully registered at DSI can collect the consumption subsidy at DSI with their identity card application receipt and the current identity card during the period 14th to 29th April 2020.

11. What can registrants do if they cannot collect the consumption subsidy at DSI in person?

Ans: The arrangement for collecting the consumption subsidy on behalf of registrants who completed the registration at DSI is the same as the registrants who completed the registration on the website of the Monetary Authority of Macao (AMCM):

  • Residents can authorize other representatives to collect the consumption subsidy on their behalf at the chosen location for collection. The representative is required to present an authorization which is signed by the registrant, and the original Macao Resident Identity Card of his/her own and the registrant.
  • Underage children’s consumption subsidy must be collected by their parent or guardian at the chosen location for collection. The original Macao Resident Identity Card of the parent/guardian and the registrant, and a declaration of kinship which is signed by parent/guardian are required for collection of the consumption subsidy.
  • If the registrant cannot sign the authorization due to health issue, his/her representative is required to present the original Macao Resident Identity Card of his/her own and the registrant, and a declaration of health which is signed by the representative to collect the consumption subsidy at the chosen location for collection.
  • The consumption subsidy of interdicted and quasi-interdicted persons must be collected by their legal representative at the chosen location for collection. The legal representative is required to present the original Macao Resident Identity Card of his/her own and the registrant, and an authorization signed by the legal representative.
