Application of Macao SAR Resident Identity Card ( BIR )

The followings are the general requirements for the application of Macao SAR Resident Identity Card. These requirements are subjected to change without prior notice.

It is advisable to visit our service desk for further enquiries and up-to-date information.

A) First Time Application:

1. For applicant who is under the age of 18, born in Macao and one of his/her parents is a Macao resident at the time of his/her birth -

Applicant is required to submit:

  • Original copy of birth certificate;
  • Photocopies of both parents' identification documents;
  • Original and photocopy of Hong Kong identity card of the applicant, if any

2. For holders of One-way Exit Permit issued by the Public Security Authority of Mainland China

After receiving the Residence Certificate issued by the Immigration Department, applicants can apply for the Macao SAR Resident Identity Card at the Identification Services Bureau (hereafter referred to as DSI) with the following documents:

  • "Residence Certificate" issued by the Immigration Department;
  • Original copy of the One-way Exit Permit;
  • Original and photocopy of the Notarial Birth Certificate or Birth Certificate, if any.

3. For holders of Residence Authorization Documents (including “Receipt of Residence Authorization” or “Residence Certificate”)-

Applicant is required to submit:

  • - Original and photocopy of a notification letter indicating your residence in Macao has been approved by the Immigration Department or the Trade and Investment Promotion Institute;
  • - Original copy of valid residence authorization documents issued by the Immigration Department;
  • - Original and photocopy of a valid passport or travel document;
  • - Original and photocopy of foreign residence document (only applicable to holders of the People’s Republic of China passport);
  • - Original and photocopy of Hong Kong SAR Identity card, if any;
  • - Original and photocopy of birth certificate, if any.

4. For holder of BICN

Applicant is required to submit:

  • Original copy of birth certificate, if any;
  • Original and photocopy of BICN;
  • Original and photocopy of a valid passport or travel document, if any;
  • “Residence Certificate” issued by the Immigration Department (except applicants who were born in Macao and whose parent was a Macao resident and was holding a valid Macao SAR Resident Identity Card at the time of the applicants’ birth);
  • Original and photocopy of Hong Kong SAR Identity card, if any.

5. For holder of the Certificate of Entitlement to the Right of Abode in the Macao SAR

Applicant is required to submit:

  • Original copy of the Certificate of Entitlement to the Right of Abode in the Macao SAR;
  • Original copy of former Macao Identity Card or BICE, if any;
  • Original and photocopy of a valid passport or travel document, if any;
  • Original copy of necessary documents that have not been submitted at the time of applying for the Certificate of Entitlement to the Right of Abode in the Macao SAR (e.g. birth certificate, household register or household registration transcript, valid identification documents of parents, marriage certificate, identification document of spouse, divorce certificate, death certificate of spouse, etc.)

Note: Applicants are required to submit other supplementary documents if needed.

B) Helpful Information for Renewal of Macao SAR Resident Identity Card (hereinafter referred as BIR):

  • Applicants must lodge their application in person at DSI and return the former BIR at the time of application. Please refer to Other Information for further details.

1. If the applicant is a Portuguese citizen and a non-permanent resident of the Macao SAR,

  • The applicant must submit a “Residence Certificate” issued within the previous 6 months.

2. If the applicant is holding residence authorization documents

  • The applicant must submit the original copy of a valid residence authorization document.

3. If BIR expired

  • Applicants who are not subject to residence authorization can apply for the renewal of BIR 6 months prior the expiration date. For applicants holding a BIR with permanent validity, they can replace their BIR 30 days prior to or after the date of expiry of the Digital Certificate of their resident identity card.

4. If the original BIR is lost

  • The applicant should report the loss to the local police force and request for a loss report. After that, the applicant can apply for the replacement of identity card in person at DSI with the loss report on which the holder’s name, type of identity card and identity card number should be clearly stated. (For further information, please refer to the Questions & Answers section).

5. If the original BIR is damaged (not applicable to chip problem)

  • The applicant should apply for the renewal of BIR in person at DSI.

6. If the alteration of personal data is approved

  • The applicant should renew the BIR in person at DSI upon obtaining the approval of alteration of personal data.

7. Transformation from non-permanent resident to permanent resident

  • The applicant must submit a proof of having ordinarily resided in Macao for 7 consecutive years;
  • Applicants who are subject to residence authorization must submit a notification letter issued by the Immigration Department or a confirmation declaration issued by the Trade and Investment Promotion Institute (applicable to applicant who applies the residence authorization through this Institute) indicating that their residence authorization have been renewed for 7 consecutive years;
  • Persons who are of Portuguese or other foreign nationalities can only apply for the Macao SAR. Resident Identity Card after their declaration of domicile in Macao in accordance with Article 8 of Law Nº. 8/1999 is approved. Applicants can refer to the leaflet about the declaration of domicile in Macao for further information.

Besides aforesaid circumstances, applicants can submit a request for replacement of identity card to the director of the Identification Services Bureau with other appropriate reasons. However, they can only lodge the application for identity card upon approval of the request.

 

Other Information:

  • Applicants must lodge their applications in person at this Bureau;
  • All applicants may choose to submit one 1.5” recent color photograph with a white background (equivalent to the photograph standard for Macao SAR travel document application) or use the photograph taken on-site without charge as the card photo;
  • For applicants under the age of 18, they are required to submit the photocopies of both parents' identification documents and accompanied by one of the parents who will sign the application form for the applicants;
  • If married, applicants have to submit the original and photocopy of marriage certificate and a photocopy of the spouse's identification document; besides, a valid household registration transcript is required if applicants or their spouses are originally from Japan, France or Taiwan Region.
  • If divorced, applicants have to submit the original and photocopy of their proof of divorce;
  • f widowed, applicants have to submit the marriage certificate and the spouse’s death certificate;
  • Applicants may be informed by this Bureau to submit supplementary documents for identity verification.

C) External Services

  • If applicants are not able to come to DSI in person, they or their relatives can request for “external service” at the Enquiry Counter on 1st floor of China Plaza or write to the Director of this Bureau with supporting reasons. An additional fee of MOP120.00 will be charged for the “external service”

D) Fees

-        First-time application & renewal of Macao SAR Resident Identity Card: MOP90.00;
-        Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees:

Requirements

Unemployment

1) Applicants have to write and sign a declaration to declare their unemployment status and they acknowledge that they will commit criminal offences for making false declaration.
2) Submit the Employment Registration issued by the Labour Affairs Bureau (DSAL).

Poverty

1) The applicant has to write and sign a letter to request for fee exemption;
2) Submit the original and a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS).

Disability

1)  Applicants have to write and sign a declaration to declare their financial incapability;
2)  Submit the original and a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS).

  

 

 

 

 

 

 

 

  • Express Service: An additional charge of MOP 150.00.
  • Special Express Service: An additional charge of MOP 250.00 and supporting documents (e.g. flight ticket and so on) should be presented for this application.
  • If an applicant is unable to submit the original BIR no matter at the time of application or collection, additional charges will be imposed as follows:
    1st time - MOP 300.00 
    2nd time - MOP 300.00
    3rd time – MOP 500.00
    4th time – MOP 1,000.00
    5th time or above - MOP 2,000.00
  • Replacement of former Macao SAR Resident Identity Card is MOP60.00. For applicants who are replacing their former Macao SAR Resident Identity Card with the Macao SAR Resident Identity Card, if they cannot submit the former BIR, a surcharge of MOP300.00 will be imposed.

E) Processing time

  • Standard Service: 15 working days from the day after application.
  • Express Service: 10 working days from the day after application.
  • Special Express Service: Within 3 working days from the day after application (supporting documents should be presented, e.g. flight ticket)..

Attention: The abovementioned collection date is counted from the day after DSI receiving the application and all necessary documents. This Bureau reserves the right to adjust the processing time under special circumstances.

F) Personal Data Alteration

1. If the marital status is changed,

  • If the marital status is changed to married, a photocopy of marriage certificate (original copy should be produced for verification) and a photocopy of the spouse’s identification document should be submitted. For the name of the spouse, if there is only a Chinese name (without any transliteration) registered on the photocopy of spouse’s identification document, a Romanized Cantonese transliteration will be registered according to law. Valid household registration transcript may also be required for applicants or their spouses who are originally from Japan, France or Taiwan Region.
  • If the marital status is changed to divorced, a photocopy of the proof of divorce (original copy should be produced for verification) should be submitted.
  • If the marital status is changed to widowed, a photocopy of the spouse’s death certificate (original copy should be produced for verification) should be submitted.

(Please submit all relevant proof of marriage if there is no record found in this Bureau)

Attention:
1. In addition, if above-mentioned documents are not written in Chinese, Portuguese or English, applicants are required to produce an official translation.
2. When the personal data stored in the chip on the Macao SAR Resident Identity Card is being updated, the identity card will be temporarily kept at DSI until relevant formalities are finished. Also, the collection time of the identity card varies with different time of application. Please refer to the time table below for the corresponding collection time of the identity card:

2. If there is any change in personal data (such as names, date of birth, parents’ names, place of birth, etc.)

A.       For applicant who was born in Macao:
The applicant should alter the personal data at the Civil Affairs Registry prior to the renewal of BIR. Upon approval, the applicant can then lodge the BIR renewal application at DSI with the updated birth certificate.


B.       For applicant who was born outside Macao:
a.      For applicant who does not obtain the residence authorization document issued by the Immigration Department:
Applicant should make the personal data alteration request at DSI by completing the “Alteration of Personal Data Application Form” prior to the renewal of BIR. Supporting documents such as birth certificate, notary certificate, Household Register in Mainland China, the original copy of the Resident Population Registration Card issued by the Public Security Authority in China where the applicant’s household registration record are kept or its photocopy affixed with the official stamp of the Public Security Authority, the identification documents of siblings and so on should be enclosed with the application. The application can be lodged in person at the Enquiry Counter or by mail (P. O. Box 1089, Macao, Director of the Identification Services Bureau).


b.     For holder of residence authorization documents:
Applicant should alter the personal data of the residence authorization document at the Immigration Department prior to the renewal of BIR. After obtaining the updated residence authorization document, the applicant can then request for the alteration of personal data at DSI by completing the “Alteration of Personal Data Application Form”. The application should be lodged with relevant supporting documents. However, alteration in name sequence is not subject to this requirement.


Notes:

  1. Applicants should apply for the renewal of BIR in person at DSI upon approval of the aforesaid personal data alteration request.
  2. If the applicant is under the age of 18, he/she is required to submit the photocopies of both parents’ identification documents and accompanied by a parent who will sign the application form for the applicant when lodging the application.
